"The Chronicle reviewed the websites of the 21 most-expensive or top-rated schools in the area that are not participating in the voucher program. The review found that only about half the schools had publicly posted an explanation why they chose not to join the program. Fifteen of 21 schools not participating did not respond to a request for comment about their decision."
